The campaign is built around 12 concrete policy proposals, which have already been shared with election programme committees, parliamentary staff, and key members of parliament. For RAI Automotive Industry NL, the following priorities are of particular strategic importance:
The Strategic Importance of the Dutch Automotive Industry
The Dutch automotive industry accounts for over 55.000 jobs, generates €35-40 billion in revenue, and leads in key technologies such as battery and hydrogen systems, vehicle software, and circular components. However, this position is under pressure.
RAI Association therefore advocates for:
- The establishment of a national point of contact for the automotive industry;
- A public-private implementation programme for key technologies;
- Targeted investment in knowledge, testing infrastructure, production capacity, and European supply chain integration.
This call aligns with the Acceleration Agenda for the Automotive Industry, the EU Action Plan for the Automotive Industry, and the strategic direction outlined in the Draghi Report.
Fiscal Policy and Investment Certainty
With its proposal Car Taxation in Perspective, RAI Association makes recommendations for the 2026-2029 period, including:
- Reforms of road tax (MRB), purchase tax (BPM), and company car tax (bijtelling);
- Introduction of a Pay-per-Use system with a CO₂-based component;
- Incentives for electric vehicles, both new and used, to stimulate market growth and strengthen the supply chain.
Charging Infrastructure and Grid Capacity
The transition to zero-emission transport requires:
- A large-scale, strategically coordinated rollout of charging infrastructure (electric and hydrogen);
- Accelerated grid reinforcement, especially along key logistics corridors.
Zero-Emission Zones and Balanced Climate Policy
RAI Association supports zero-emission zones (ZE-zones), provided they:
- Are implemented in a uniform and practical way;
- Allow for plug-in hybrids, hydrogen vehicles, and renewable fuels as part of the solution.
- These proposals aim to safeguard the competitiveness, technological autonomy, and sustainable transition of the Dutch automotive industry, both nationally and across Europe.
